Mother Maxine Billingsley


Mother Maxine Billingsley is the oldest of ten children born to Deacon James and Sister
Mildred McCartney.  She was raised in the Church of God in Christ and was saved and
filled with the Holy Ghost at the age of six. She has been an active member of the church
all of her life.

Mother Billingsley was educated in the Wichita Public School system and attended Friend’
s University where she received a Bachelor of Arts degree.  She continued her education
receiving the Master of Education Degree from Wichita State University.  Mother
Billingsley was employed by USD 259 for over thirty years as a career educator and
counselor in the Wichita Public School System.  As an educator, she positively impacted
the lives of thousands of high school students.  Mother Billingsley’s passion for youth did
not stop at school but it carried over into her community and church activities.  Throughout
her rise in the ranks of the church Mother Billingsley never forgot the youth.  She served
as District Purity Lady and as the Jurisdictional President of Scholastic Motivation
Ministries. As a child she participated in the Sunshine Band, Purity Class, Sunday School,
Young People Willing Workers (YPWW), She continued her involvement as an adult
serving as YPWW president at the local church f or over 15 years and  also as the local and
district president of the Purity Class.  Mother Billingsley was an ardent member of the
Young Women’s Christian Council (YWCC) participating at the local, district and
jurisdictional levels.  At the National Church Level, Mother Billingsley has been a writer
for the national YWCC topics, a workshop presenter at the National AIM (summer)
convention and she also served as an executive advisor to the National Scholastic
Motivation Ministries Team.   From 2001-2005, Mother Billingsley was Jurisdictional
Supervisor for Kansas Southwest Church of God in Christ.  She is an Inspirational
Speaker, Soloist and Evangelist. She also served faithfully as an assistant to Mother Theda
Wells with the Supevisors without Charge from 2007-2011.  In April 2009 Mother
Billingsley was appointed by our General Supervisor, Mother Willie Mae River’s  to assist
Mother Callie Smith as Vice President of the International  YWCC and in April 2011 upon
recommendation from Mother Callie Smith Mother Rivers elevated Mother Billingsley to
the office of President of the International Young Women’s Christian Council.

Mother Billlingsley is  a nationwide traveler having visited most of the continental US
states and she also visited South Africa in October, 2005 fulfilling a lifetime dream.  She is
a member of the Victory Temple Church of God in Christ under the pastorate of
Administrative Assistant Johnny Banks.  At Victory Temple she is the sermonic soloist,
bible band teacher, a Captain for the pastor’s anniversary, church mother and a member of
the Trustee Board.

Mother Billingsley is the mother of two adult sons- Mark and Kevin, and the proud
grandmother of seven. In her leisure time, she enjoys sewing, singing, listening to sacred
and gospel music, bible trivia and bible study, reading, surfing the internet, working jigsaw
puzzles, and travel.
